How to start with a volume?

Does anyone have an idea of how to start a simulation with a set volume of particles in a container without having to first emit them?

Basically, no*. I do know a few workarounds though.
Firstly, can you really not emit the particles under any circumstances? Because you could theoretically emit all particles between the first and second frames of your animation causing them to appear without dragging out the process over multiple frames.
Alternatively, you can perhaps use a volume shader on a static mesh? Not sure if this is appropriate for your task though.

*just what I know, may be possible though.

I was thinking of the first approach. I'll give it a try first and see how it goes. Thanks for the thoughts.

Wish I could be better help. I haven't done anything with Blender Volumes yet except to play with unrendered smoke sims.
